When ChatGPT can’t read a PDF, it usually says something like “no text could be extracted”, calls the file blank, or answers confidently from general knowledge instead of from your document. The upload bar turning green only means the file arrived — not that any text came out of it. In almost every case the cause is the PDF itself, and you can fix it before you upload again.

Why can’t ChatGPT read my PDF?

ChatGPT reads the text layer of a PDF. If the file is a scan or a photo, there is no text layer — only a picture of words — so it has nothing to read. Password protection, a damaged file, very long documents and complex layouts cause the rest. Add a text layer with OCR or paste clean text instead.

  • Scanned or photographed pages: the page is an image, so no text can be extracted.
  • A password or security restrictions on the file.
  • A very long or very large file that is only partly read.
  • Tables, charts and multi-column layouts that come out jumbled or are skipped.
  • A damaged PDF that some readers open but text extractors choke on.

Find the cause in 30 seconds

Before trying fixes at random, open the PDF in any reader on your computer and run these checks. They point straight at the right fix.

  1. 1Try to select a sentence with your mouse. If the whole page highlights as one block, or nothing highlights at all, the page is an image — you need OCR.
  2. 2Press Ctrl+F (Cmd+F on a Mac) and search for a word you can see on the page. No match means there is no usable text layer.
  3. 3Note whether the file asks for a password when it opens, or shows “Secured” in the title bar.
  4. 4Check the page count and file size. A 400-page scan of a book is a very different job from a 3-page letter.
  5. 5Look at what matters to you in the document: if the answer is inside a chart, a stamp or handwriting, text extraction alone will never find it.

If you are not sure whether a document is a scan, our guide on how to tell if a PDF is a scanned document walks through the signs, including the mixed case where some pages are text and others are images.

Fix 1: Add a text layer with OCR

This fixes the most common case. OCR (optical character recognition) reads the words in each page image and places invisible, selectable text over the page, so the PDF looks the same but now contains real text. OCR PDF does this in your browser: the language model downloads once, then recognition runs on your own device and the PDF is not uploaded anywhere.

  1. 1Open OCR PDF and choose the scanned file.
  2. 2Pick the document language — up to three if the text mixes languages.
  3. 3Click Start OCR and wait while each page is recognised.
  4. 4Download the searchable PDF and repeat the select-text test before uploading it to ChatGPT.

OCR quality follows scan quality. A sharp, straight, well-lit page gives text ChatGPT can work with; a skewed phone photo in dim light gives errors that the model will then repeat back to you with total confidence. Only run OCR on scanned files: every page is re-drawn as an image with text on top, which makes a digital PDF bigger without helping it.

Fix 2: Paste clean text instead of the file

If uploads keep failing, skip the upload. PDF to Markdown pulls the text out of a PDF in reading order and labels each page with a “## Page N” heading, so you can paste it into the chat and still ask “what does page 12 say about notice periods?”. It runs in your browser, so the PDF itself never leaves your device — only the text you choose to paste does.

Pasting also gives you control. You can delete the cover page, boilerplate and appendices before they eat into the conversation, and you can see exactly what the model is working from instead of guessing what its extractor picked up.

Fix 3: Remove the password

A PDF that needs a password to open cannot be read by an upload pipeline that does not know the password. Files with permission restrictions (no copying, no printing) can also fail. If you are entitled to the document and know the password, save an unlocked copy with Unlock PDF and upload that instead. Never strip protection from documents you do not have the right to use.

Fix 4: Split long documents

Long PDFs are where answers quietly degrade: the model may work from only part of the text, or from search snippets of it, and still answer as if it read everything. Split the file into chapters or sections with Split PDF or Extract Pages, upload one part at a time, and ask about that part. A useful check is to ask for a direct quote from the last page — if it cannot give one, it did not read that far.

Fix 5: Send charts, stamps and handwriting as images

Text extraction ignores pictures. If the answer lives in a bar chart, a scanned signature block or a handwritten margin note, convert just that page to a JPG or PNG and attach it as an image, which ChatGPT’s vision model can look at directly. OCR will not reliably read handwriting either, so the image route is the better bet for handwritten pages.

Fix 6: Re-save a damaged file

Some PDFs open fine in a forgiving reader but have a broken internal structure that text extractors reject. Running the file through Repair PDF, or simply opening it and printing to a new PDF, rebuilds that structure. If ChatGPT then reads the new copy, the original was the problem — not your account or browser.

Does the same problem happen in Claude, Gemini or NotebookLM?

Yes, to varying degrees. Every AI assistant needs either a text layer or a vision model to read a page, and they differ in how much they use each and how many pages they will look at. A searchable PDF with a clean text layer is the format that works well everywhere, so OCR is worth doing once rather than hoping each tool handles scans its own way. Check each provider’s help pages for their current file-size and page limits, since they change often.

One last point: uploading a file to any AI assistant sends it to that company’s servers. If the PDF contains names, account numbers or medical details, remove them first — our guide to redacting a PDF before uploading it to ChatGPT shows how to do it so the hidden text is truly gone.

OCR PDF

Extract text from scanned documents. It runs in this browser tab — your file is not uploaded anywhere.

Frequently asked questions

Can ChatGPT read scanned PDFs?+

Not reliably. A scanned PDF holds pictures of pages, and ChatGPT’s file reader works from the text layer, so it often reports that no text could be extracted. Run OCR on the file first, or upload the key pages as images.

Why does ChatGPT say my PDF is empty when it is not?+

Because the pages are images with no text behind them, or the extraction failed partway. Try selecting text in the PDF: if nothing selects, add a text layer with OCR and upload the new copy.

How do I make a PDF readable for ChatGPT?+

Make sure it has selectable text, no password and a sensible length. OCR scanned pages, remove the password if you are allowed to, split long files into sections, and paste tables or key passages as text when accuracy matters.

Is it better to upload a PDF or paste the text into ChatGPT?+

For short documents, pasting clean text is the most reliable because you see exactly what the model reads. For long documents an upload is more practical, but split it into sections and spot-check answers against the original.
