Most real-world watermarks are flattened into the page as a permanent image or text, so there is no invisible layer to delete. The honest answer depends on what kind of watermark you are looking at, and what you are allowed to do with the document.

First: what kind of watermark is it?

• A preview watermark — usually text like “SAMPLE” or “PREVIEW” diagonally across a free preview version, added by the sender so you download the original instead
• A burned-in logo or text — flattened into every page as part of the page image, which is how most exported watermarks end up
• A draggable object — one that is still a floating element in a PDF editor, which can be selected, moved, or switched off

Only the third type is trivially removable, and even then the PDF editor needs permissions to see it as an object. If the file is flattened — which exports and scanners almost always produce — there is nothing behind the watermark to unlayer.

Why a flattened watermark will not just go away
