What a print flag is, and is not
PDF printing permission is a flag that readers honour on an honour system. It is not encryption of the pixels and it is not DRM. A conforming viewer reads "printing is not allowed" and greys out the button; a determined user with the right tool or a phone can always get an image of the screen. That makes a print restriction excellent for stopping casual copies and accidental collisions with a colour printer — use it for that, and do not present it as a security guarantee.

Because the block is reversible with the owner password you set, you can release it later when the draft is approved or the spreadsheet is replaced by a printable version.
